The establishment and continuation verb. /notrest.
`establish` writes COORD.md and the protocol block into a
project; `check` grades it; `continuation --brief` emits the
packet a successor session starts from.

   establish check   exit 6 (nothing)  ──► establish ──► exit 0
   protocol block v2 in an old estate ──► STALE (5) ──► upgraded

Refuses to establish your home folder. Never runs git init.
