hook: coord-nudge.sh and router.sh

Part 3 · EACH TOOL · Slide 46 of 60

Event: UserPromptSubmit · 15 s each · exit 0 always.
coord-nudge: "when this work lands, append one ledger line."
router: reads the prompt's shape and prints one line —
"this looks research-shaped, /notrest:researcher is the verb" —
silent on slash commands and prompts under four words; one
more line when the prompt names a path or skill a banked lesson
covers. Overriding it deliberately is fine; ad-hoc'ing a job a
skill owns is the violation.
